UAE brokers, clinics, car rental firms, shops, restaurants and maintenance companies already sell on WhatsApp. But those chats stay on one phone, hidden from the manager and from the CRM, the software where your team tracks leads, bookings and customers. The WhatsApp Business API fixes that. Meta, the company that owns WhatsApp, built it as the official connection between a business WhatsApp number and your own software. Every chat can reach your CRM, and several staff can answer from one number.

To get it, you need a Meta business portfolio (your company's account at business.facebook.com), a phone number your business owns, a payment card and permission from each customer before you message them. You can set it up yourself with Meta's developer tools, or let your CRM or a Meta-approved partner company do it. Teams that want the whole job done can use the marketing automation service from COM8 STUDIO, the team behind this guide.

What is the WhatsApp Business API?

The free app suits one or two people. The API suits teams that need chats in a CRM.

The WhatsApp Business API is a connection that lets software, such as a CRM, send and receive WhatsApp messages from your business number. API stands for application programming interface, which means a way for two systems to exchange data. Meta now calls it the WhatsApp Cloud API, part of the WhatsApp Business Platform, Meta's name for its business messaging tools.

There used to be a version businesses ran on their own servers, called the On-Premises API. Meta switched it off on 23 October 2025, and since 1 July 2024 new numbers can only use the Cloud API.

Do you need the API, or is the WhatsApp Business app enough?

Stay on the free WhatsApp Business app if one or two people answer every chat and nobody needs the chats in a CRM. Move to the WhatsApp Business API when several staff answer from one number, such as 15 agents at a brokerage or a clinic's front desk. The same goes when WhatsApp leads must reach your CRM, or when you send many order updates, reminders or payment links each day.

Do not copy chats into a CRM with a WhatsApp Web browser extension. Meta's rules say "Using unauthorized third-party tools is prohibited." Its Business Messaging Policy also lets Meta limit or remove access for businesses that break its terms.

What do you need before you start?

You need these eight things before you open any Meta screen:

  • A Meta business portfolio. This is your business account in Meta Business Suite, Meta's free website for managing business pages and ads, at business.facebook.com.
  • Full control of that portfolio. This is Meta's highest permission level, and you need it to verify.
  • A phone number your business owns. It needs a country code and area code, and it must receive SMS or voice calls. Meta recommends a mobile number.
  • A display name. This is the business name customers see, and Meta reviews it before customers can see it. It must clearly relate to your legal name or brand. It cannot be a general word like Furniture, a place like Dubai, or include Official, Verified or WhatsApp.
  • A secure website, starting with https://, that shows your business name.
  • Your trade licence, or another official document with your legal name and address.
  • A Visa or Mastercard credit card. Meta does not accept American Express or PayPal for WhatsApp billing.
  • Customer opt-in. Each customer must agree to receive messages from your business, and the request must name your business clearly.

If the number is on the personal WhatsApp app, Meta will not register it until that WhatsApp account is deleted. On Android, open WhatsApp and tap the three-dot icon > Settings > Account > Delete my account. Deleting erases the chat history on that number, and WhatsApp cannot restore it. A WhatsApp Business app number can stay on the app and join the API too, through a Meta option called coexistence.

How do you get the WhatsApp Business API in the UAE?

Go direct if you have a developer. Use a partner or your CRM's connector if you do not.

There are two routes to the WhatsApp Business API. You can go direct with Meta's free developer tools, or go through a partner, a company Meta approves to set up WhatsApp for other businesses. Meta calls these partners Solution Partners and Tech Providers. Some CRMs, such as HubSpot and Zoho, run the partner sign-up inside their own settings.

Keep your WhatsApp Business app numberNoYes, with partners that support it
Good fitBusinesses with a developer and their own CRMMost businesses on HubSpot, Zoho or a partner's shared WhatsApp inbox

Meta now splits your setup into a WhatsApp account, which contains one phone number, and a Messaging account that stores your templates and billing. Some Meta screens and older guides still call the Messaging account a WhatsApp Business account, or WABA.

The direct route, step by step:

  1. Read Meta's get started guide, then register as a developer at developers.facebook.com with your Facebook account.
  2. Open the App Dashboard at developers.facebook.com/apps and select Create App. Here, an app is a developer project in your Meta account. Add a name and email, choose Connect with customers through WhatsApp, select your business portfolio, then select Create app.
  3. On the Quickstart page, select Start using the API. In API Setup, select Create a WhatsApp Business account. If Meta asks for a currency, choose AED. Meta adds a free test number for your first message.
  4. Still in API Setup, add your real business number. Enter the display name, type the code Meta sends by SMS or voice call, and set a PIN for two-step verification. Meta asks for this PIN before anyone can change or remove the number.
  5. Add your card in WhatsApp Manager, Meta's web tool for your numbers, templates and billing, at business.facebook.com/wa/manage. Open Overview, select the three-dot icon next to your account, then Manage account settings > Settings tab > Payment settings > Add payment method.
  6. Ask your developer to finish registering the number through the API, because Meta requires this before the number can send. Also ask for a permanent access token, the password your software uses to reach the API, and a webhook, the web address where Meta delivers each incoming message to your CRM. The COM8 STUDIO guide to getting Meta API access explains tokens.

The partner route, step by step:

  1. Choose a partner, or a CRM with a built-in WhatsApp connector. Ask who bills you, what the partner charges and whether it supports your current WhatsApp Business app number.
  2. Open the partner's sign-up link, which Meta calls Embedded Signup. Meta's window opens: log in with Facebook, then choose or create your business portfolio and WhatsApp Business account. If Meta asks for a currency, choose AED.
  3. Enter your display name and phone number, then type the code Meta sends to that number.
  4. If the partner does not bill you for messages (Meta calls this a Tech Provider), add your card in WhatsApp Manager, as in step 5 of the direct route. A Solution Partner can bill you directly instead.
  5. If a partner needs access to accounts you already own, ask the partner for its business portfolio ID. In Meta Business Suite, go to Settings > Accounts > WhatsApp accounts, select your account, then Assign partner and enter the ID. Repeat under Messaging accounts, because the partner needs both to send messages.

Can you keep the number your team already uses on WhatsApp?

Yes, if the number is on the WhatsApp Business app. Meta calls this coexistence. A Meta-approved partner connects your existing app number to the API, and chats stay in sync between the phone and your CRM. Messages your staff send from the app are still free. Messages sent through the API are charged.

You need WhatsApp Business app version 2.24.17 or newer, and a partner or CRM that offers coexistence. After you connect, some features on the phone change:

  • Broadcast lists stop working, and existing lists become read-only.
  • Disappearing messages, view-once media and live location turn off in one-to-one chats.
  • Linked devices are logged out. You can link them again, except WhatsApp for Windows and WearOS smartwatches.
  • Group chats are not copied to the API.
  • The number is limited to 20 messages per second.
  • Up to 6 months of past one-to-one chats can be copied to your CRM or partner inbox.

Open the app on the main phone regularly. Meta can disconnect the number from the API when the main phone has been inactive for about 14 days.

How do you verify your business with Meta?

You verify your business in Security Centre, inside Meta Business Suite, using your trade licence details. Verification gives you three things. It can raise how many customers you may message first in 24 hours from 250 to 2,000. It raises your cap on registered numbers from 2 to 20. It is also required for the blue tick, the badge of an Official Business Account.

  1. Sign in to Meta Business Suite with an account that has full control of the business portfolio.
  2. Open Security Centre and select Start verification. If it will not open, ask whoever has full control to verify instead.
  3. Enter the legal name, address, phone number and website exactly as they appear on your trade licence.
  4. If Meta finds no match, select My business isn't listed and upload a document from the table below.
  5. Choose how to confirm: email, phone call, text message, WhatsApp message or domain verification, where you add a code to your website.
  6. Select Done. Meta can take up to 14 working days to decide.

Meta accepts these document types, in Arabic or English:

Meta's document typeWhat it means for a UAE business
Business registration or licenceYour trade licence
Certificate of incorporationYour certificate of incorporation
Government business tax documentYour Federal Tax Authority registration certificate
Business bank statementA statement from the company's bank account
Utility billA bill in the company name, for the address and phone only

Documents must not be expired. If you later change any business details, Meta asks you to verify again.

How much does the WhatsApp Business API cost in the UAE?

Meta's prices for customers on UAE numbers, per delivered message, from 1 October 2026.

For customers on UAE (+971) numbers, Meta charges between AED 0.0576 and AED 0.2115 for each delivered message. Access to the API is free. The message type and the customer's country code set the price, not where your business is based. Messages customers send to you are free. Here is Meta's WhatsApp API pricing for UAE numbers from 1 October 2026:

Message typeWhat it is forAED per messageUSD per message
MarketingOffers, launches, reminders to buy0.21150.0576
UtilityUpdates the customer asked for, such as a booking or order0.05760.0157
AuthenticationOne-time passcodes for login or payment0.05760.0157
ServiceReplies within 24 hours of the customer's last message, after the first 1,000 free each month0.05760.0157

Two more things are free:

  • The first 1,000 service messages each month, for every business phone number.
  • Your messages for up to 7 days after a customer taps a Click to WhatsApp ad on their phone, if you reply within 24 hours. A Click to WhatsApp ad is a Meta ad that opens a chat with you.

Fewer messages became free on 1 October 2026. Meta started charging again for service messages after the first 1,000, and for utility messages sent within 24 hours of the customer's last message.

Choose AED when Meta asks for a currency during setup. Meta has billed in AED since 1 April 2026, and Meta says the currency cannot be changed once selected. Meta can only change its prices on 1 January, 1 April, 1 July and 1 October.

A Dubai clinic with one number sends this in one month:

  • 2,000 marketing messages: 2,000 x AED 0.2115 = AED 423.00
  • 3,000 appointment reminders, which are utility messages: 3,000 x AED 0.0576 = AED 172.80
  • 4,000 replies to patients, which are service messages. The first 1,000 are free, so 3,000 x AED 0.0576 = AED 172.80

That is AED 768.60 a month to Meta. Partners and CRMs add their own fees, so ask for the Meta cost and the partner fee as separate lines.

What are templates, the 24-hour window and messaging limits?

They are the three rules that decide when, and to how many customers, you can send a message first.

The 24-hour window

When a customer messages you, a 24-hour window opens. Inside it, your team can reply with any message. Each new message from the customer restarts the 24 hours. Once it closes, you can only send a template.

Templates

A template is a message you write in advance and send to Meta for approval, with blanks for details such as a name or a date. Create templates in WhatsApp Manager, at business.facebook.com/wa/manage, under Account tools > Message templates. Approval can take up to 24 hours. Meta sorts WhatsApp message templates into marketing, utility and authentication. A template that mixes an order update with an offer is charged as marketing. Write the blanks as {{1}}, {{2}} in order, and do not start or end a template with a blank.

Opt-in

Before you send a template, the customer must agree to hear from your business. Your request must state the business name. Meta accepts opt-in collected on your website, by SMS, by phone or on paper. A tick box on your enquiry, booking or checkout form works. Save the opt-in date in your CRM, and stop messaging anyone who asks you to.

Messaging limits

A new business can send templates to 250 different customers in any 24 hours. Verifying your business, or sending 2,000 good-quality template messages in 30 days, can raise this to 2,000. Quality matters because customers can block or report you, and if many do, Meta can lower how many messages you send. After 2,000, Meta raises the limit to 10,000, then 100,000, then unlimited. It does this when you use at least half your limit in 7 days and quality is high. The limit is shared by every number in your business portfolio. Check it in WhatsApp Manager under Account tools > Messaging limits.

How do you connect WhatsApp to your CRM?

Meta sends each message to your webhook. The CRM saves it and sends your team's reply back.

You connect them in one of three ways: your CRM's own WhatsApp connector, a partner's shared inbox that syncs to your CRM, or a custom connection a developer builds. All three WhatsApp CRM integrations work the same way underneath. Meta sends every incoming message to a web address that your CRM or partner controls. This is called a webhook. The CRM reads the message, matches the phone number to a contact or creates a new lead, and saves the chat. When your staff reply from the CRM, the CRM sends the reply back through the WhatsApp API.

HubSpot

In HubSpot, select the settings icon, then WhatsApp in the left menu. Select Connect a WhatsApp phone number > Continue with WhatsApp. Choose your business portfolio and WhatsApp Business account, then select Next. Pick your number and select Next > Continue > Finish. Last, select Connect to Inbox, choose an inbox and select Save.

Zoho CRM

Only a Zoho CRM admin can connect WhatsApp, and Zoho's guide asks for a verified business first. Go to Setup > Channels > Business Messaging. Under WhatsApp, select Details > Integrate, then sign in to Meta and verify your number. Last, choose whether new chats become Leads or Contacts and who they are assigned to, then select Save.

Odoo

The WhatsApp app in Odoo works in Odoo Enterprise only, and it cannot connect a WhatsApp Business app number. First complete the direct route above. In Odoo, go to WhatsApp > Configuration > WhatsApp Business Accounts and select New. Paste in the IDs from API Setup, your permanent token and the App Secret from App settings > Basic, then select Test Connection. Copy the Callback URL and Verify Token that Odoo shows into Meta's WhatsApp > API Setup > Configure webhooks, tick messages under Webhook fields and switch App Mode to Live.

Brokerages can also use COM8 Realty, a CRM for UAE brokerages from COM8 STUDIO. It puts WhatsApp chats in the same inbox as website leads and leads from property listing sites.

Whichever way you choose, set up these WhatsApp CRM fields. Store the phone number in +971 format, so chats match the right contact. Add the lead source, with the ad name for Click to WhatsApp chats, plus the owner and the opt-in date.

If you are still choosing a CRM, the COM8 STUDIO guide to building your own CRM or buying one compares the costs.

How do you get the blue tick on WhatsApp?

Apply for the tick in WhatsApp Manager once your number has been on the API for 30 days and Meta has verified your business. The tick needs this separate request, even after verification. Meta calls it an Official Business Account. Older guides call it the WhatsApp green tick, but the current mark is blue. You can apply when these five things are true:

  • The number has been on the WhatsApp Business Platform for at least 30 days.
  • Your business portfolio has passed business verification.
  • Two-step verification, the PIN on the number, is on.
  • Meta has approved your display name.
  • You follow WhatsApp's Business Messaging Policy.

To apply, open WhatsApp Manager at business.facebook.com/wa/manage and go to Overview. Select your number, then go to Profile > Official business account > Submit Request. If Meta says no, you can apply again after 30 days. A number without the tick does not appear in WhatsApp search unless the customer has saved it.

What mistakes slow down or block a WhatsApp API setup?

  • Registering a number that is still on WhatsApp. Delete the personal account first, or connect a Business app number through coexistence.
  • Sending templates to people who never opted in. Blocks and reports can cut how many customers you may message in 24 hours.
  • Leaving no card on file. Since 1 October 2026, service messages stop after the first 1,000 free each month without one.
  • Choosing USD instead of AED during setup. Meta says the currency cannot be changed once selected.
  • Creating the portfolio in a partner's name. Each account can belong to only one portfolio, so your number would sit in an account you do not control.

What is the quickest way to set up WhatsApp API with a CRM?

Most steps take a day. Only Meta's checks take longer: up to 14 working days for verification and 24 hours per template.

StepWhat to doWhen
1Start verification in Security Centre, in Meta Business Suite, with your trade licenceDay 1, decision in up to 14 working days
2Pick the route: your CRM's WhatsApp connector, a partner or your own developerDay 1
3Register the number and display name with the SMS code and PIN. Choose AED billingDay 1
