For most UAE businesses that want leads from Google Ads, start with Search campaigns and add Performance Max later. A Search campaign shows your ad only when someone types words that match keywords you choose. Performance Max is a Google Ads campaign type that shows your ads on YouTube, Display, Search, Discover, Gmail and Maps from one campaign. Display means banner ads on other websites and apps, and Discover is the feed of articles in the Google app. Performance Max reaches more people, and some of them fill in a form with no plan to buy.

Add Performance Max only after two things are true. First, one goal in your account records at least 15 conversions in 30 days, the minimum Google advises. A conversion is a result you count, such as a sent form or a booked call. Second, your CRM, or whatever system tracks your leads, tells Google which leads were real. COM8 STUDIO follows this order when it sets up Google Ads for businesses in Dubai and Abu Dhabi.

What is the difference between Performance Max and Search campaigns?

Search runs on keywords you pick. Performance Max runs on a goal and the images, videos and headlines you give it.

Both are Google Ads campaign types. A Google Ads search campaign runs on keywords you choose. A Performance Max campaign, often shortened to PMax, runs on a goal you set, such as more leads. You give Google a budget and assets, meaning images, videos and headlines, and Google's AI decides which mix to show where.

A negative keyword is a word that stops your ad showing on searches that contain it. Inside a Search campaign, an ad group is one set of keywords and ads. Performance Max uses an asset group instead, which is one set of images, videos and headlines. You add search themes to it, meaning phrases that show what your customers search for. Audience signals are lists, such as your past customers, that show Google who to look for first.

What changed in Performance Max in 2025?

In 2025 Google gave every advertiser more control over the searches Performance Max pays for:

  • Negative keywords. In January 2025 every advertiser could block searches in Performance Max, with a limit of 100 per campaign. By April 2025 Google raised the limit to 10,000. They apply to search ads, plus Shopping ads if you sell products. Since August 2025 you can also attach a saved negative keyword list.
  • Search terms report. Every Performance Max campaign now shows the searches your ads appeared on.
  • Channel performance report (beta). It shows clicks, conversions and cost for each channel, such as YouTube or Search.

Which brings better leads, Performance Max or Search?

Search usually brings better leads, because the person typed "AC repair Dubai" or "corporate lawyer Abu Dhabi" seconds before seeing your ad. On YouTube, Gmail or banner ads on other websites, Performance Max shows your ad to people who were doing something else.

Google's lead generation advice for Performance Max includes three steps to cut form spam. Add qualifying questions to your forms, such as budget or start date. Ask whoever built your website to add reCAPTCHA, the "I am not a robot" check. Ask them also to reject any form with a phone number that is not valid.

The campaign learns from whatever you count. If every form counts, it looks for more forms, real or not. So if you use Google Ads for lead generation, set the campaign's conversion goal to "Qualified Lead". Or pick "Converted Lead", which counts leads that became a sale. Google says these goals turn on its protections against invalid traffic, such as bots and spam form fills. A qualified lead is one your team has checked and kept. A real estate broker might count a booked viewing, a clinic a patient who turns up, and a B2B supplier a quote that sales accepts.

To report those results, connect your CRM to Google Ads with enhanced conversions for leads. This feature matches each lead in your CRM to its ad click, using the email or phone number the person gave. To start, click the Goals icon, then Summary, then + Create conversion action, and tick "Conversions offline". Follow Google's guide, and pick "Qualified Lead" as the goal. Google advises uploading that data every day. It also advises counting a result that usually happens within 7 days of the click, such as a booked call.

How do Performance Max and Search work together in one account?

When a search is identical to an exact match keyword in your Search campaign, your Search ad shows, not Performance Max.

When one search could trigger both, Google follows this order:

  1. An exact match keyword identical to the search goes first. Exact match is the strictest keyword type, written in square brackets. If someone types "dental implants dubai" and your Search campaign has [dental implants dubai], your Search ad shows. A search that Google corrects for spelling still counts as identical, but plurals and synonyms do not.
  2. A phrase match keyword, broad match keyword or search theme identical to the search comes next. Phrase and broad match are looser keyword types that also match related searches.
  3. If nothing is identical, Google's AI picks the most relevant ad group or asset group.
  4. If several are still equal, the ad with the highest Ad Rank shows. Ad Rank is Google's score for your bid, the price you offer per click, and the quality of your ad.

So give each service or product you sell its own exact match keyword in Search. Performance Max then works on the searches you have not covered. Google also says Performance Max may skip brand searches, such as your company name, and leave them to your Search campaigns.

Some Search campaigns use the "Broad match keywords" setting. It turns every keyword into broad match, but Google still ranks them as if they were also exact match. From September 2026, campaigns with this setting move to AI Max for Search campaigns, and that exact match ranking ends. Google advises adding exact match copies of your keywords to keep it. To check, open the Settings tab in Campaigns, tick the campaign, click Edit, then choose Broad match keywords.

When should you run Search first?

Run Search on its own, and add Performance Max later, if any of these is true:

  • No goal recorded 15 conversions in the last 30 days. To check, click the Goals icon, then Summary, and read the Conversions column.
  • You have not connected your CRM to Google Ads with enhanced conversions for leads.
  • You have no images or videos of your own. If you provide no videos, Google says Performance Max may make its own.
  • Your landing page turns few visitors into leads. Both campaign types send people to it, so fix the page first.

When is Performance Max worth adding?

Add Performance Max only when all four points in the green list are true for your account.

Add a Performance Max campaign when all four of these are true:

  • Each service or product you sell has an exact match keyword in a Search campaign.
  • One lead goal, such as "Qualified Lead" or "Book Appointment", recorded at least 15 conversions in the last 30 days.
  • Your CRM is connected to Google Ads and marks which leads were qualified.
  • You have your own images, videos and headlines, enough for "Excellent" Ad Strength. Ad Strength is Google's rating, shown in each asset group, of how complete and varied your assets are. Google says advertisers who raise it to "Excellent" see 6% more conversions on average.

How do you test Performance Max without wasting budget?

Judge each campaign by its cost per qualified lead in your CRM, not by form fills.
  1. Create the campaign. In Google Ads, click the Create icon in the left menu, then Campaigns. Pick the "Leads" objective, then Performance Max as the campaign type. Keep only one conversion goal. Google advises the goal closest to a sale, such as "Qualified Lead", if it has at least 15 conversions in the last 30 days.
  2. Start with Maximize conversions. This Smart Bidding strategy lets Google set each bid for you.
  3. Keep brand searches in Search. First make sure a Search campaign has your company name as a keyword. Then, in the "Campaign settings" section of the setup, click More settings, then Brand exclusions. Pick your brand list, or click + New brand list to make one with your company name. If your company is missing from the list, Google Ads shows an option to request it. Then add images, videos and headlines until the asset group's Ad Strength reads "Excellent". Add your budget and finish the setup.
  4. Block searches you never want. Click the Admin icon, then Account settings, and expand "Negative keywords". Click the plus button and type one word or phrase per line, such as "course" or "DIY". Click Save. This account-level list applies to your Search and Performance Max campaigns, up to 1,000 negative keywords. Add only words you never want in any campaign.
  5. Leave it for 6 weeks. Google advises running a new Performance Max campaign for at least 6 weeks before judging it. The first weeks are the learning phase, while Google's AI works out what brings leads. Meanwhile, do not pause it, and avoid big changes to budget or bidding.
  6. Read the search terms once a week. Click the Campaigns icon, open Insights and reports, then Search terms. From the drop-down, choose "Search terms and landing pages for Performance Max". Add searches from people who are not buying, such as "AC repair course", to your list from step 4.
  7. Check where the money went. Click the Campaigns icon, the Campaigns drop-down, then Campaigns, and click the Performance Max campaign's name. Click the "Insights and reports" tab, then "Channel performance". If "Channel performance" is missing, this beta (test) report is not open to your account yet. Ask your Google account manager, or go to step 8.
  8. Compare cost per qualified lead. Divide each campaign's spend over the same 6 weeks by its qualified leads, not by form fills. If "Qualified Lead" is the only goal in both campaigns, the Conversions column in your Campaigns list shows this count. If not, use your CRM's count. AED 3,000 for 10 qualified leads means AED 300 each, while AED 3,000 for 6 means AED 500 each. Move budget toward the campaign with the lower cost. Then add a Target CPA to Performance Max, the average cost per lead you want Google to aim for. Set it close to the most you can pay for one lead.
