That is not an Instagram problem. It is a setup problem, and it is fixable in an afternoon.

Learning how to boost a post takes thirty seconds, and that is the problem: the Promote button is a simplified version of the ad system with most of the controls removed. Instagram ads run through Meta Ads Manager, the same system that runs Facebook ads, and that is where the useful settings live.

The difference is not features for the sake of features. Boosting optimises for engagement because engagement is what it can see. If your objective is enquiries, you are paying Instagram to find people who like posts, which is a different group of people from those who fill in forms.

Boost is not useless. For pushing an event announcement to your existing followers, it is fine. For anything you expect revenue from, it is the wrong tool.

Same money, very different information at the end of it. This one choice decides whether the rest is possible.

How to advertise on Instagram properly, step by step

Six steps, and they apply to Instagram ads Dubai businesses run as much as anywhere else. Social media advertising in Dubai has its own quirks, covered further down, but the setup is universal. Nothing here changes for social media marketing in Abu Dhabi either, since the platform works the same way in both emirates.

1. Get the accounts connected first

Your Instagram account needs to be a professional account, linked to a Meta Business account with a payment method and admin access you control. Do this yourself rather than letting an agency create assets inside their own account, because that is how businesses lose their ad history.

2. Install tracking before spending anything

The Meta pixel on your website, plus the Conversions API if you can, and events defined for the actions that matter: form submitted, WhatsApp click, purchase. Ads without tracking are not measurable, and unmeasurable spend is a donation. 3. Choose an objective that matches a business outcome

Sales for ecommerce. Leads for services. Not traffic, and not engagement, unless awareness is genuinely the goal and you have agreed how you will judge it. Meta optimises hard for whatever you ask for, so asking for the wrong thing produces exactly the wrong result, efficiently.

4. Keep the structure simple

One campaign, two or three ad sets, three to five creatives in each. Beginners usually build the opposite: many ad sets each with one creative, splitting the budget so thinly that nothing gathers enough data. Fewer ad sets with more creative inside them is almost always better.

5. Build for vertical video first

Reels and Stories are where the cheaper impressions are, and both are full screen and vertical. A recycled square feed image in a Reels placement buys cheap views that convert badly. Shoot or crop for 9:16, put the message in the first two seconds, and assume the sound is off.

6. Let it learn before judging it

Meta needs a run of results before its optimisation settles. Changing budgets or audiences daily resets that learning. Give a campaign at least a week of stable running, then judge it on cost per result rather than on likes.

What Instagram ads actually cost, and what moves the number

You are not buying from a price list. You are bidding in an auction against everyone else who wants the same attention, so the cost changes with your creative, your audience and the season.

For a reference point, published 2026 benchmarks put Instagram cost per click at roughly 0.40 to 1.73 dollars, and cost per thousand impressions, usually written CPM, at roughly 2.50 to 10.81 dollars. That spread is enormous, and the spread is the lesson: the same platform charges some advertisers three times what it charges others. Creative quality and audience competition explain most of the difference.

What actually moves your number:

  • Creative quality. The biggest single lever. Meta rewards ads people watch and interact with by charging less to show them. It is also why creator made content often outperforms a polished studio ad, and why influencer marketing and paid social increasingly share one budget.
  • Placement. Reels and Stories generally run 20 to 40 percent below feed on cost per thousand impressions.
  • Audience size and overlap. Very narrow audiences cost more per person and burn out faster.
  • Objective. Optimising for purchases costs more per click than optimising for traffic, and is usually still cheaper per sale.
  • Season. In the UAE, Ramadan, the shopping festivals and the National Day period all pull costs up because every advertiser is live at once.
  • Landing page speed. Slow pages lose the people you paid for, which raises your real cost per result even when your cost per click looks fine. Speed is measured by the Core Web Vitals.
Creative quality moves cost more than any setting in the account. Season matters more in the UAE than most guides admit.

How to make Instagram ads cost effective

Budget is not wasted in big dramatic ways. It leaks slowly, and always in the same places. Seven fixes, in the order they usually pay off:

  1. Run distinct creative concepts, not variations. Three genuinely different ideas beat ten versions of one headline. Creative moves cost more than any setting in the account.
  2. Consolidate the budget. Fewer ad sets, more spend in each. A campaign that never gathers enough results never optimises, and small budgets spread thin is the most common cause.
  3. Match the landing page to the ad. If the ad promises a specific offer, the page must open on that offer. Mismatch is the fastest way to pay for clicks that bounce, and it is usually a web design job rather than an ads job.
  4. Exclude people who already converted. Otherwise you keep paying to reach customers you already have.
  5. Watch frequency. When the same person has seen an ad six or seven times, you are paying to irritate them. Refresh the creative or widen the audience.
  6. Kill low performers weekly, not monthly. A short review that turns off the worst ad set is worth more than any bid adjustment.
  7. Check tracking before blaming the ads. A surprising share of campaigns that look unprofitable are converting fine and reporting badly.

The honest summary: cheap ads are not the goal. A campaign with a higher cost per click and a lower cost per customer is the better campaign every time, so judge everything by cost per result.

  • A weekly summary you did not write. Pull the last seven days and ask for spend, results and cost per result by campaign, with the three biggest changes explained.
  • Creative fatigue alerts. Ask which ads have rising frequency and falling click rate, the pattern that means an ad is worn out before the results collapse.
  • Placement checks. Ask whether Reels or feed produced the cheaper cost per result this week, per campaign, which is tedious in the interface and instant in a prompt.
  • Anomaly spotting. Ask what changed against last week and why, so a broken pixel or a paused ad set gets noticed on day two rather than day thirty.
  • Plain language reporting for people who hate dashboards. The same data, written as a paragraph a business owner reads once.

Two honest limits. First, this reads and reports, it does not decide. Automated bid changes based on an AI summary is how budgets disappear, so keep humans on the decisions. Second, it is only as good as your tracking: if the pixel is wrong, the automation reports wrong numbers faster.

Used properly, this turns a weekly reporting job into a two minute question, which is the difference between reviewing campaigns every week and reviewing them when someone remembers.

What is different about advertising on Instagram in the UAE

The mechanics are the same everywhere. Three local factors change the plan:

Seasonality is severe. Costs climb through Ramadan, the shopping festivals and the National Day period because every advertiser is live at once. The summer months go the other way, with a visible audience drop as residents travel. Plan budgets around that calendar rather than spreading them evenly across the year.

Language decides who you reach. Arabic creative reaches audiences that English creative simply does not, and the reverse is equally true in a city this mixed. Testing both is cheaper than assuming.

The click often becomes a WhatsApp message. This is where paid and organic social media marketing stop being separate jobs. In this market, plenty of buyers move to chat before they buy.   • Sending paid traffic to a slow mobile page. You pay for the click and lose the person.
  • Letting an agency own your ad account. Your history and your audiences should leave with you.
  • No exclusions. Paying repeatedly to reach existing customers.
