Since the middle of September 2026, a UAE business can open an ad account with OpenAI, the company that makes ChatGPT, and run ChatGPT ads itself, shown under ChatGPT's answers. You set them up yourself, without a salesperson. Whether a business should do this depends mostly on what it sells.
A shop, a restaurant, a hotel, a training centre or a software company can start a small trial today. The lowest daily budget OpenAI allows is AED 65. A property company can still advertise its name. Banks and insurers have to wait. A clinic, an exchange house (a money transfer business) or a property agency advertising one home cannot buy these ads at any budget. Those are OpenAI's rules, and several UAE guides published this autumn get them wrong. If your trade is blocked, ChatGPT can still name you in its answers, and that costs nothing.
We are COM8 STUDIO, a Dubai agency that runs paid ads on Google and social media for UAE businesses. OpenAI's rules can change. Everything below is as OpenAI published it on 15 October 2026.
Can a UAE business buy ChatGPT ads now?
Yes. On 15 October 2026, OpenAI's Ads Manager availability page listed the United Arab Emirates among 63 countries. Ads Manager is OpenAI's website where you set up your ads, choose a budget and pay by card.
Many articles get the dates wrong:
- 9 February 2026: OpenAI started testing ads with users in the United States.
- 5 May 2026: OpenAI opened Ads Manager as an early test version, called a beta, so businesses could set up ads themselves.
- 31 August 2026: OpenAI announced self-serve access for "India, Europe, the Middle East, and North Africa". It named regions, not countries.
- About 16 September 2026: the UAE was added. The Internet Archive, a public site that keeps old copies of web pages, saved the country list on 1 September with 47 countries and no UAE. Its copy from 17 September shows 56 countries, the UAE marked "Available", and a note that the page was updated 20 hours earlier.
Four rules apply before you spend anything:
- The business must be based here. OpenAI says the legal entity that advertises and is billed must be based in a country on the list.
- The payment card should match the business's country. A UAE company pays with a UAE card.
- Some settings are permanent. Country, currency and time zone cannot be changed after you create the account. Choose AED and the UAE time zone at the start.
- A new account may be limited at first. OpenAI says some new accounts can show ads only in their home country until OpenAI has checked the business and the account has spent there. OpenAI does not say how much.
OpenAI has not published how many people in the UAE see ads, or since when.
Who will see your ChatGPT ads?
Not everyone who uses ChatGPT. OpenAI's help page on ads sets clear limits:
- Free and Go users can see ads. Go is ChatGPT's low-cost paid plan.
- Plus, Pro, Business, Enterprise and Edu users never see ads. These are the higher paid plans for individuals, companies and universities.
- No one under 18 sees ads.
- People who are not logged in can see ads, but only ads suitable for all audiences.
- Temporary Chats show no ads. That is a ChatGPT mode that does not save the conversation. Free users can also turn ads off if they accept fewer messages a day.
- No ads appear next to conversations about personal health, mental health or politics.
The ad appears below ChatGPT's answer, labelled as sponsored. It shows your business name, logo, a short title, one line of ad text, an image and a link. OpenAI says ads do not change the answer itself.
Because Business and Enterprise users never see ads, companies that sell to other companies lose part of their audience. If your buyers are managers at large firms, many of them use ChatGPT through exactly those company accounts.
Which UAE businesses can advertise, and which are shut out?
Shops, restaurants, hotels, travel firms, training centres and software companies can advertise. Clinics, health insurers, exchange houses, crypto firms, personal lenders, law firms and single property listings cannot.
OpenAI keeps two sets of rules, one for the United States and a stricter one for "All Other Countries", which covers the UAE. Its ad policies say that for now, ads are "primarily limited to consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education." Everything else is disallowed at launch, and the policy says financial, health and legal services outside the US are prohibited.
OpenAI's help page for new advertisers lists each type of business. For common UAE businesses, that gives these answers:
| Your business | Can it buy ChatGPT ads? | What OpenAI's rules say |
|---|---|---|
| Online shop or retailer | Yes, for most goods | Household and lifestyle goods are a focus. Medicines, supplements, health devices, pregnancy products, alcohol and vapes are not allowed |
| Restaurant or café | Yes, if the ad is not about alcohol | Local services are a focus. Alcohol ads are not allowed |
| Hotel or travel company | Yes | Travel and experiences are a focus |
| Training centre or course provider | Yes | Education is a focus |
| Software company, including health and finance software | Yes | Digital products are a focus, and health software and financial software are "Allowed" |
| Service sold to other businesses, such as accounting or logistics | Not clear yet | Ads are "primarily limited to consumer verticals" for now |
| Property developer or broker | Ads for the company only | Ads for an individual home for rent or sale are prohibited |
| Clinic, hospital, cosmetic or aesthetic centre | No | "Not allowed" outside the US |
| Telehealth (doctor visits by video or phone) | No | "Not allowed" |
| Health insurer | No | "Not allowed" outside the US |
| Exchange house or remittance company | No | "Not allowed" outside the US |
| Crypto, personal loans, buy now pay later | No | "Not allowed" outside the US |
| Bank, mortgage lender, other insurer | Not for new advertisers | Only advertisers OpenAI has approved in advance, and it is not taking new requests in some categories |
| Law firm | No | Legal services outside the US are prohibited |
Five of these surprise people most.
Property. A developer or broker can advertise the company or its brand. An ad for one apartment or villa, for rent or for sale, is not allowed. OpenAI also checks the page the ad links to, and that page must not show a specific listing either. A homepage full of featured listings may fail. A page about your agency or the areas you cover is safer, with a title such as "Dubai Hills specialists". OpenAI's rules do not say whether an ad for a new project counts as a listing, so ask OpenAI's support team before you build one.
Clinics. You may read that health businesses only face a slower check. For the UAE, that is wrong. Hospitals, clinics, cosmetic procedures, medical tests and telehealth are listed as "Not allowed" outside the United States. OpenAI also says a business whose main service is in a blocked category may be refused as an advertiser. So a clinic's brand ad or wellness ad may be refused too.
Exchange houses. Payments and remittances are "Not allowed" outside the US, covering transfers, rate offers and your app. The main-service rule above means a brand ad may be refused too.
Online shops that sell health products. Outside the US, OpenAI does not allow ads for over-the-counter medicines, online pharmacies, dietary supplements, consumer medical devices or pregnancy products. A general store can still advertise its other goods, as long as the page the ad links to does not lead with the blocked ones.
Restaurants and hotels. Ads for alcohol are not allowed. A brunch or hotel offer can still run if drinks are not the focus, and the booking page it links to should not lead with a drinks package.
OpenAI can also refuse any ad that conflicts with its own business interests, so even an open category has no guarantee.
What does a ChatGPT ads test cost in dirhams?
The minimum is AED 65 a day, so a 30-day trial costs at least AED 1,950. OpenAI suggests offering about AED 11 to 18 a click at the start. These figures come from OpenAI's campaign setup page and its basics page:
- The minimum daily budget is AED 65. Each currency has its own minimum. A dollar account starts at USD 25, which is about AED 92, and a Saudi riyal account at SAR 50.
- A daily budget works as an average. OpenAI averages it over seven days. Spend on one day can reach twice the budget, so AED 130, and a week can reach seven times it, so AED 455.
- Ad space is sold by auction. Your bid is the most you are willing to pay for one click. OpenAI suggests starting with a maximum bid of $3 to $5 a click. At the fixed rate of 3.6725 dirhams to the dollar, that is about AED 11 to 18. The auction is "second-price", which means you often pay a little less than your maximum.
- You choose how you pay. You can pay per 1,000 views, per click, or let OpenAI aim for conversions. A conversion is an action you choose to count, such as a purchase, a booking or a form sent. In every case you pay per click or per 1,000 views, never per conversion.
If every click cost the full suggested bid, AED 1,950 buys about 106 to 177 clicks. Treat that as the lowest likely number, not a forecast.
You pay by card after the ads run, when spend reaches an amount OpenAI sets or at the end of the month. Ads can keep running for up to 24 hours after you pause them, and that spend is billed. Check the account daily in the first week.
How precisely can ChatGPT ads target UAE customers?
Less precisely than Google, or Meta, the owner of Facebook and Instagram. You can choose the country or emirate, the device and a customer list, but not age, gender, interests, language or an area of a city:
- Location by country or emirate. OpenAI's location list has the UAE and its seven emirates, with no cities or areas inside them. You can target Dubai, but not Dubai Marina.
- Device type. Choose from the Android app, Android web, desktop web, the iOS app and iOS web.
- Your own customer list. You can upload a list of your customers, and OpenAI shows the ad to the ones it can match to ChatGPT accounts. It must match at least 25,000 people, and OpenAI recommends 100,000. Most UAE small and mid-size businesses do not have a list that size.
- Context hints. You describe the kind of conversation your ad suits. A hotel might write "family weekend trips in Abu Dhabi". A course provider might write "changing career into accounting". On Google, you choose the exact words a person searches for. Here you cannot, because OpenAI says these hints "are not exact-match keywords".
There is no language setting. OpenAI says it picks the ad's language using the person's location, their language settings and the language of the conversation. So you cannot choose to show an Arabic ad only to Arabic speakers. OpenAI does offer an optional tool that translates your ad text into the user's language.
On privacy, OpenAI tells ChatGPT users that advertisers "never receive your chats, chat history, memories, name, email, precise location, IP address, or sensitive information". Memories are the facts ChatGPT saves about a user between chats. As an advertiser, you see totals, not people.
What can you measure from ChatGPT ads?
You can see how often your ad was shown, how many people clicked, what you spent, and how many sales or bookings followed. You cannot yet compare your results with anyone else's.
OpenAI's reports show impressions (the number of times your ad was shown), clicks, spend, click-through rate (the share of people who saw the ad and clicked), average cost per click, average cost per 1,000 views, conversions, sales and return on ad spend (the sales that come back for each dirham spent).
To count conversions, you add OpenAI's tracking code to your website. This is a short piece of code that records each sale or booking. Or your developer can have your website send each result to OpenAI directly, which OpenAI calls the Conversions API. You can also add the code through Google Tag Manager, Google's free tool for adding code to a website. OpenAI's conversion measurement page sets out how results are credited:
- Last touch only. The last ChatGPT ad a person clicked gets the credit for the sale.
- Your choice of window. You choose a click window of 7, 14 or 30 days, and a view window of 0 or 1 day. A window is the time after someone clicks or sees the ad in which a sale still counts.
- Some numbers are estimates. OpenAI says reported conversion totals "may include modeled conversions".
- Reports are late. Spend shows 7 to 8 hours after it happens, and conversions take 24 to 48 hours. Do not judge a campaign on its first day.
ChatGPT ads do not connect to Google Analytics, Google's free report on who visits your website. OpenAI suggests adding UTM tags to your ad links. These are labels added to the end of a link so Analytics can tell where a visitor came from. OpenAI also warns that ChatGPT's click count and the visits Analytics records will not match.
The biggest gap is benchmarks. OpenAI's own FAQ says: "As an early platform, ChatGPT Ads does not yet have performance benchmarks across advertisers, industries, or campaign types." OpenAI has published a few case studies, each about one advertiser, and none from the UAE. So if someone quotes you an average click-through rate or cost per click for ChatGPT ads, it did not come from OpenAI.
So judge ChatGPT ads on your own records. If you also advertise on Google or Meta, compare what one lead, booking or order costs on each, using your CRM (the software where you record customer enquiries) or your booking or order records. Our guide to a PPC audit, a check-up of your pay-per-click ads, shows how to find those costs.
Which claims about ChatGPT ads are wrong?
These six claims appear in guides written for UAE businesses, and OpenAI's own pages contradict each one:
- "UAE access opened on 31 August." That was the regional launch. The UAE joined the country list in mid-September.
- "A click costs $3 to $5." That is OpenAI's suggested starting maximum bid. You often pay less, and OpenAI publishes no average.
- "You can target Dubai Marina or Jumeirah Lakes Towers." UAE targeting stops at the emirate.
- "You can run Arabic campaigns to Arabic speakers." There is no language targeting. OpenAI chooses the language.
- "Clinics and finance firms just need slower approval." Outside the US, most health and finance categories are not allowed at all.
- "OpenAI publishes average costs per click (CPC) and per 1,000 views (CPM)." OpenAI says it has none yet.
How do you write a ChatGPT ad that passes review?
Write a short title and one line of text, use a square image, and let OpenAI's checking software into your website. OpenAI reviews ads before they go live, and its ad specifications are short and strict:
- Title: 16 to 24 characters is recommended, and 50 is the maximum.
- Text: 32 to 48 characters is recommended, and 100 is the maximum. That is roughly one short sentence.
- Image: square, PNG or JPG, up to 1200 by 1200 pixels, stored online where anyone can open it, because you give OpenAI its link.
So a ChatGPT ad has room for one clear offer and nothing else. "Book a Dubai desert tour" fits. So do "Same-day abaya delivery" and "Weekend Excel course". A list of five services does not.
The page the ad points to matters as much as the ad. OpenAI's ad creation page says landing pages must not block OAI-AdsBot and OAI-SearchBot, the programs OpenAI sends to visit and check your page. Some website security settings block unknown programs like these by default. If yours does, the ad cannot be approved, so ask your web team to check before you build the campaign.
Should you spend on ChatGPT ads yet?
Yes, as a small test, if OpenAI allows your type of business. Banks, insurers and lenders should wait. Clinics, exchange houses, law firms and property listings cannot advertise at all.
Test now, with a small budget, if you run an online shop, a retailer, a restaurant, a hotel or travel business, a software company or a training provider. A property company advertising its name, with no listing in the ad or on the page, can test too. ChatGPT has 1.2 billion weekly users worldwide, by OpenAI's count, and early advertisers face fewer rivals. AED 1,950, the minimum for 30 days, is a modest price for real results.
Wait if you are a bank, insurer or mortgage lender. OpenAI says it is only working with a small group of advertisers and is "not accepting applications for approval" in some categories. Check OpenAI's help page for new advertisers each month, and apply when that note is gone. Wait too if you sell services to other businesses. OpenAI is focused on consumer businesses for now, and your buyers may use company accounts that never see ads.
Skip it for now if you are a clinic, hospital, aesthetic centre, telehealth service, exchange house, crypto business, personal lender or law firm, or want to advertise property listings.
If OpenAI's rules shut you out, your rivals cannot pay to push you out of ChatGPT's answers either, because ads do not change the answer itself. A clinic can aim to be named when someone asks for a skin clinic in Dubai Marina. An exchange house can aim to be named when someone asks for the cheapest way to send money from Dubai to India. A law firm can aim to be named when someone asks how to register a will in Dubai. Our guide to SEO, AEO and GEO, the ways to appear in Google results and AI answers without paying for ads, explains how.
If you are testing, a sensible first month looks like this:
- Check your type of business against OpenAI's list before you open an account.
- Create the account with the right country, AED and the UAE time zone, since none can change later.
- Make sure your website lets OAI-AdsBot and OAI-SearchBot in.
- Add OpenAI's tracking code to your website, and put UTM tags on every ad link.
- Run one campaign at AED 65 a day, paying per click, with a maximum bid of $3 to $5.
- Wait at least 48 hours before reading the numbers. Then compare what one lead, booking or order costs here with what it costs on Google and Meta.
